Research and Development

Below are the basic steps for designing and developing your line of products.

To get started with our skincare production services, fill out our quick start form. This form will help us understand your ideas and needs, allowing us to focus our development on creating the perfect product for you.

Confidentiality is a priority for Libby Labs.

Once we receive your form, we will contact you to discuss your ideas and needs further. We will probably have several questions about what you want, and we may even need samples of a product you want to match. We will also discuss ingredients you may wish to use in the product.

Following our discussions, we will create a proposed formula and calculate tentative pricing for manufacturing. We can discuss the ingredients in more detail if the pricing aligns with your budget. If it is too high, we can explore options to lower the costs.

Upon approval of the pricing and ingredients, we will prepare 3 – 4 x 2 oz initial samples of the proposed formula and send them to you for evaluation. Please note that there is a $120.00 charge per product per revision for sample preparation. However, 50% of the initial fee will be returned to you on your first skincare production order.

After evaluating the initial sample, we can discuss what you think and if changes are needed in our skincare production services.

While we work on R&D samples and testing, you should decide what container you want for your product. See our packaging section for more information.

Once you have approved a formula and it has passed our R&D testing, we will provide you with a formal manufacturing quotation. This will include an ingredient list with proper INCI nomenclature and container volume for your printing/label. We will need proof of your printing/label before you order the containers and/or labels.

Please note that while the formulations remain the property of Libby Laboratories, Inc., they will be assigned to your account, ensuring exclusivity for as long as you actively purchase from us. (minimum of one order per year.)

R&D Testing

In addition to our skincare production services, we also conduct R&D testing on the formulas we develop. Our testing includes stability testing at various temperatures and microbiological preservative efficacy testing, ensuring the highest quality for your skincare products.

Stability testing on the formula. Most formula samples are tested for physical stability at room temperature, 37°C, and 50°C for 28 days.

Libby Labs’ microbiology department runs a preservative efficacy test to ensure your product is adequately preserved.

Other tests may be pertinent for your specified project.

Fragrances, Packaging, and Special Materials

Fragrance plays a vital role in skincare products, capturing customers’ attention even before they try them. At Libby Labs, one of the greatest skincare laboratories, we understand the value of a custom scent and can help you develop your signature fragrance. We can suggest several fragrance houses which have excellent reputations for fragrance development.

Customers often want a custom fragrance developed for use in their product line. Libby Labs can suggest several fragrance houses with excellent reputations for fragrance development if you want your signature fragrance.

For those who prefer not to create their fragrance, Libby Labs offers a wide range of fragrances and essential oils that can be blended to create a unique scent for your skincare products. Our fragrance list is available upon request, showcasing the diverse options we have to offer.

When supplying a fragrance for use in your skincare production, it is important to provide the accompanying documentation, such as a certificate of analysis for the specific lot of fragrance supplied, an IFRA statement, and a safety data sheet (SDS). We prioritize the safety and quality of our products, and these documents help ensure compliance with industry regulations.

As a skincare production expert, Libby Labs possesses various packaging equipment to meet your unique requirements. Although we do not stock or purchase packaging components other than standard bulk gallons, 5-gallon pails, and 55-gallon drums, our knowledgeable personnel are more than happy to assist you in finding the perfect packaging solution for your needs.

When supplying specialty materials for use in your skincare production, it is necessary to provide a certificate of analysis for the specific lot of material supplied, as well as an SDS. This ensures that the materials used in your products meet the highest quality standards and regulatory requirements.

Orders & Lead Times

At Libby Labs, one of the leading skincare laboratories, we provide quotations tailored to fit our skincare production processes and equipment, ensuring the best economy of scale. For example, if a manufacturing vessel holds 40 gallons, ordering 40 gallons would yield the best price for that vessel, even though we could accommodate smaller quantities. However, we are flexible and can often run other quantities upon request.

You can place your purchase order with Libby Labs via mail, fax, or email. When submitting your purchase order, please include the following details:

Libby Labs product code number and the letter of the formula you are ordering (e.g., MF-555 AC)
The size(s) and quantity of each size you order.
The quotation for each size.

When it comes to skincare production, we want to ensure a smooth process for your order. We will confirm the estimated deposit and quantities of any fragrances or materials you’ll be supplying. Please provide us with an estimated arrival time for the components you’re supplying when you place the order.

Processing cosmetic product (non-drug) orders usually requires 4 to 8 weeks from receipt of your written purchase order, deposit check, and all materials and components supplied by you (e.g., fragrances, packaging, etc.).

However, please note that certain ingredients may have extended lead times, which could impact the timeline. Additionally, initial orders for new products may require additional time due to their complexity and specific requirements. Once we have received all the necessary fragrance, packaging, and raw materials at our skincare laboratory, we will provide you with an estimated shipping date for the completed order.

Shipping and handling costs will be determined at the time of shipment. All shipments are FOB Berkeley, CA. Shipping instructions must be noted on your purchase order. Libby Labs ships to one location only.

Libby Labs does not handle distribution or fulfillment.

Quality System

At Libby Labs, one of the leading skincare laboratories in the industry, we prioritize the quality of our skincare production process. All raw materials are carefully received at our dock, logged into our database, and placed under quarantine. These raw materials are then sampled and thoroughly tested in our state-of-the-art Quality Control laboratory. Once approved, the materials are labeled and released for use in our skincare production.

For your skincare production, formal master production and lab documents are created and approved by management. These documents outline manufacturing instructions, quality control checks, storage instructions, and specifications. Packaging documents detail packaging materials, equipment information, packaging instructions, and guidelines. Quality control documents include batch information, specifications, and test methods.

Copies of these documents are filled out for each specific batch, with careful consideration of raw material weights and quantities. All calculations and information undergo double-checks by our skincare laboratory’s quality personnel before production.

The documents serve as a production and quality history as batches are processed. Skilled professionals in our manufacturing and packaging departments use these documents to make and fill your product. Two individuals review raw material identities, weights, production steps, packaging components, and specifications for accuracy.

After manufacturing and filling, our quality control and quality assurance personnel thoroughly review all documents and inspect the final product for quality assurance. Once approved, we will notify you and coordinate shipping according to your instructions.

Label Claims

Cosmetic products produced in skincare laboratories are primarily intended to enhance the appearance of the skin or hair. Their purpose is not to treat, heal, or prevent medical conditions.

However, certain label claims could turn the product into an over-the-counter (OTC) drug product. It is important to note that the costs associated with producing OTC drug products are often high and may be prohibitive for anything other than large volume orders in skincare production.

Some examples of label claims that could classify a product as an OTC drug include anti-acne, anti-itching, anti-microbial, anti-dandruff, healing, diaper rash, hair growth, hair loss, insect repellent (EPA regulated), skin protectant, chapped, chafing, sunscreen, skin whitening or bleaching, and treats muscle aches/pains. It is also possible that other claims could classify a product as a drug product in skincare production.
